9. Use of Customer Item Images
By submitting cards or memorabilia items to H.O.F. Signed Rookies, you grant us express permission to photograph, scan, and otherwise create images of your items for use in marketing, promotional, advertising, website, and social media purposes.
Unless you explicitly instruct us otherwise in writing, you also allow us to associate your social media handle(s) with the images of your items for these purposes.
Please note that all other personal information, including your name, contact details, and order information, will remain strictly confidential and will not be shared without your explicit permission.
If you prefer not to have your items or social media handles featured in this way, you may opt out at any time by sending us an email request. Once your request has been received and processed, your items and/or social media information will no longer be used in future promotional materials.
10. PSA Grading & Submission
H.O.F. Signed Rookies follows the terms and conditions set by PSA, available at PSA Terms & Conditions.
By submitting cards for preparation, grading, or autograph authentication through our Website, you agree to abide by PSA’s terms.
PSA Up-Charges: Customers acknowledge that PSA may apply additional charges at their discretion. These charges are beyond the control of H.O.F. Signed Rookies. Customers will receive a separate invoice for these charges, which must be paid before graded cards are returned.
- Third-Party Handling and Liability
Once items are transferred to a third-party authenticator, grading service, or encapsulation provider—including but not limited to PSA—those items are subject to the handling procedures, terms, and liability policies of that third party. While H.O.F. Signed Rookies carefully prepares and packages submissions prior to shipment, we do not control the handling, grading, encapsulation, or internal processing performed by third-party authenticators.
Any issues related to grading outcomes, encapsulation defects, handling damage, or processing delays that occur while the item is in the custody of a third-party authentication service are subject to that organization’s policies and procedures. H.O.F. Signed Rookies will assist customers in communicating with the third-party provider when appropriate, but liability for such matters ultimately falls under the policies of the third-party authenticator.
11. Declared Values
Customers must provide accurate card values to the best of their knowledge when submitting items. If the declared value is found to be inaccurate, additional charges may apply.
Declared values are used solely to determine the cost of the selected service tier and do not account for PSA up-charges.
All PSA up-charges must be paid in full before graded cards are returned to the customer.
12. Third Party Authentication (TPA) Fails
H.O.F. Signed Rookies is not responsible for any item—particularly trading cards or autographs—that fails Third Party Authentication (TPA). This includes signatures not obtained directly through our services or facilitated by us.
If the autograph in question was obtained directly through H.O.F. Signed Rookies, and it fails TPA authentication, the customer will be entitled to a full refund upon return of the item and presentation of official documentation verifying the failed authentication.
The customer acknowledges that TPA autograph evaluations are subjective by nature, and opinions may vary between authenticators. A failed authentication does not necessarily mean the autograph is counterfeit—only that it did not meet the criteria of a specific third-party reviewer.
This policy only applies to autographs procured through H.O.F. Signed Rookies. Items sourced independently or through outside channels are not covered under this guarantee.
13. COA’s (Certificates of Authenticity)
H.O.F. Signed Rookies offers Certificates of Authenticity (“COA’s”) only for items purchased under the “Memorabilia” service tier. Items that are ultimately submitted for grading and encapsulation receive authentication through the encapsulating third party and are therefore not eligible for COA’s through H.O.F. Signed Rookies.
COA’s are only available for select Private Signings and do not apply to our “Always Available” signers.
Not every Private Signing will have COA representatives available. For signings where COA’s are offered, the option will be presented at checkout.
If you purchase a COA and either:
(A) COA’s are ultimately not available for that signing, or
(B) a COA representative who was scheduled to attend the signing does not attend,
you will be refunded the cost of the COA only. Refunds will not apply to the autograph or signing fee itself.
COA’s are generally issued as tamper-evident stickers that are affixed directly to the item. If you do not want a COA sticker placed on your item, please do not purchase a COA.
HOF Signed Rookies cannot guarantee or allow customers to select which COA company will be present at a signing. COA providers are determined by availability and event logistics and are most commonly JSA or Beckett.
COA’s serve as an independent witness verification of the signing event only and do not replace or guarantee third-party authentication opinions. H.O.F. Signed Rookies makes no representation or warranty that a COA will ensure future third-party authentication success.
14. Cancelled, Postponed and Missed Signings
We strive to provide accurate and timely information regarding all scheduled private and public signings. However, dates are subject to change due to circumstances beyond our control, including athlete availability, travel conflicts, health issues, or event-related rescheduling.
In the event that a signing is postponed, delayed, or canceled, we ask for your patience and understanding. If your item has not been completed by the originally estimated timeframe, we request that you allow up to 30 additional days for completion.
If the signing still has not taken place after that 30-day extension, please contact us. At that point, you will have the option to have your item returned and refunded in full.
In cases where a signing occurs but your specific item was missed or not completed, the same 30-day grace period applies. After that, you may request a return and full refund for the missed item(s).
Please note: This policy only applies to signings officially scheduled and managed by HOF Signed Rookies. For multi-athlete or combo signings, partial refunds or returns may be issued depending on which portion of the signing was completed.
Always Available Signature Requests:
For our “Always Available” signature offerings, completion timelines may vary based on athlete scheduling and availability. Additionally, HOF Signed Rookies reserves the right to decline or postpone completion of an autograph request if concerns arise regarding the athlete’s health, signing environment, signature quality, or the overall care and handling standards under which the item would be signed. If at any point we believe the integrity of the card, the quality of the signature, or the handling process does not meet our standards, we will always err on the side of protecting your item and your investment. In such instances, you will be notified and offered the option to wait for a future opportunity or receive a full refund for the autograph request.
Missed Submission Deadlines:
If a customer misses a posted submission deadline for a private signing due to the item not being received or submitted in time, the customer will have two available options:
Wait until the player has another private signing opportunity (recommended). Your item will be securely held until the next available signing opportunity becomes available.
Request the item(s) be returned unsigned, along with a reimbursement for the order associated with that specific player, minus a 5% processing fee. This fee covers payment processing and administrative costs associated with the original transaction.
By placing an order through HOF Signed Rookies, customers acknowledge and agree that payment processing fees charged by third-party payment providers are non-refundable once a transaction has been completed. As such, the 5% processing deduction reflects actual transaction costs incurred and will apply to refunds issued under this section. Customers further acknowledge that these fees are disclosed in advance within these Terms & Conditions.
This policy applies only in situations where submission deadlines are missed due to items not being received, submitted, or confirmed by the posted deadline. It does not apply to items that are missed due to scheduling changes, logistical issues, or other circumstances occurring on the part of HOF Signed Rookies or the event organizer. In this event, a full refund will be issued.
Customers are responsible for ensuring their items arrive prior to the posted submission deadline. Carrier delays, weather delays, or other shipping disruptions caused by USPS, UPS, FedEx, or other delivery services do not extend submission deadlines, and items arriving after the posted deadline will be treated as missed submissions under this policy.
Customers should also note that submission deadlines apply to the physical arrival of the item at HOF Signed Rookies, not the date the order was placed or the date the package was shipped. Orders placed prior to the deadline but received after the submission cutoff may still be considered missed submissions.
- Incorrect Shipping Address / Incomplete Address Information
Customers are responsible for ensuring that all shipping information is entered correctly when sending items to H.O.F. Signed Rookies. Our mailing address includes a box number designation (#206) which must be included for certain delivery carriers.
If an item is not delivered or is returned to the customer due to an incorrect shipping address, missing address information, or failure to include the box number when required for non-USPS shipments, the submission will be treated as a missed delivery.
In such cases, customers may request a refund for the affected signing order; however, a 3% administrative fee will be deducted from the refund amount. This fee covers administrative handling, payment processing costs, and order management associated with the failed delivery attempt.
Customers are strongly encouraged to carefully verify all shipping information and carrier requirements prior to sending items to ensure successful delivery.
- Cracked Slabs / Uncompleted Signings
For items requiring encapsulation removal (“cracking”) in preparation for a signing, customers acknowledge that once a slab is removed, the item is no longer protected by its original encapsulation.
If a signing does not occur as scheduled for any reason—including but not limited to cancellations, postponements, delays, athlete unavailability, illness, or death—the customer will have the following options:
- Have the card(s) returned in raw (unencapsulated) condition, or
- Elect to have the card re-submitted to PSA for re-encapsulation under the Prep + Submission service tier, at the customer’s expense.
All costs associated with re-submission, grading, and encapsulation are the responsibility of the customer, as these services must be performed again once the original slab has been removed.
H.O.F. Signed Rookies makes every effort to complete signings in a timely and efficient manner; however, these circumstances are outside of our control. By submitting items for services that involve slab removal, customers acknowledge and accept the inherent risks associated with event scheduling and timing uncertainties.
15. Turnaround Times
Service Tier Selected:
Items submitted under our Memorabilia tier typically do not undergo grading or encapsulation by a Third Party Authenticator (TPA). These items are generally returned on a faster timetable. However, as noted in “Cancelled, Postponed, and Missed Signings”, delays in scheduled signings are common and beyond our control. Any such delays will directly impact the time it takes for us to return your item.
Items submitted under our Prep + Submission or Prep + Auto + Submission tiers generally take longer. These items are submitted in bulk to PSA and must be shipped, processed, graded, and encapsulated before being returned. It is not uncommon for turnaround on these tiers to take six months or longer. PSA continues to work on improving their processing times; however, this remains outside of our immediate control.
External Factors:
Signing delays, cancellations, and TPA processing times all contribute to overall turnaround. These are factors that H.O.F. Signed Rookies cannot directly influence. Our commitment is always to return your items as quickly as possible so you can enjoy them. Like you, we are collectors first and foremost. That said, customers should understand that delays may occur, particularly when working with TPAs and coordinating private signings.
16. Shipping Terms
Customers are responsible for securely and promptly shipping submissions to HOF Signed Rookies. Delayed shipments may result in processing delays.
HOF Signed Rookies is not liable for items lost or damaged during transit to our facility. We strongly recommend using a reliable shipping service with tracking, insurance and appropriate packaging for all incoming shipments.
- For inbound shipments to H.O.F. Signed Rookies, carrier tracking confirmation will be used as the official record of delivery. Once a shipment is marked as delivered by the shipping carrier (USPS, UPS, FedEx, or similar service), the package will be considered successfully delivered to our facility.
- H.O.F. Signed Rookies cannot be held responsible for packages that are marked as delivered by the carrier but are subsequently lost, stolen, misplaced, or otherwise unaccounted for prior to being received and logged into our system. In such cases, customers should initiate an investigation directly with the shipping carrier used to send the package.
- Upon arrival, submissions may be opened, inspected, and documented for condition before entering our processing workflow. HOF Signed Rookies reserves the right to document the condition of items upon receipt through photographs or other internal record keeping methods. These records may be used to verify the condition of items as they arrived at our facility.
- H.O.F. Signed Rookies cannot be held responsible for pre-existing damage, wear, surface issues, or other condition concerns present prior to the item being received and logged into our system.
Once items are in our possession, we take every precaution to ensure their safety. However, in the rare event that an item is lost or damaged while in our care, H.O.F. Signed Rookies will evaluate the situation on a case-by-case basis to determine appropriate resolution and/or reimbursement.
17. Order Status Glossary of Terms
Within your order dashboard (once logged in), you will be able to see the status of each order as well as each individual line item within that order. After each status update, you should receive an automated email from us notifying you of the change. If you are not receiving these emails, please check your spam folder and ensure you are able to receive emails from info@hofsignedrookies.com.
Due to many timing factors, there are situations in which items within your order may be at different stages of the process. This is common and is why you will see individual statuses for each line item as well as a status for the overall order. This system is designed to provide both customers and HOF Signed Rookies with clear visibility into the progress of each item.
Our most common and important order statuses are defined below:
Processing
Your payment has been successfully processed and your order is ready for the next step. If you are submitting an item to be signed, please package it carefully and send it to the address provided.
Items Received
We have received your item(s) and verified that your submission matches your online order. If any discrepancies exist, or if damage is identified upon arrival, you will be contacted before your order proceeds. In such cases, your order may be placed into On Hold status.
Getting Signed
After your items have been received and processed, the next step is the signing process. When your items are marked as Getting Signed, it means they are in the process of being prepared, packaged, shipped, or handled by the promoter hosting the signing.
This status does not mean the item is actively being signed at that exact moment, day, or week. There are numerous logistical factors involved in coordinating signing events, and delays or rescheduling may occur due to circumstances beyond our control.
If your item is in this status, it has not yet been completed or returned to us. Photos of completed items will be provided prior to PSA submission or return shipment.
Submitted to PSA
If you selected the Prep + Auto + Submission tier, your item will be entered into our PSA submission queue following completion of the autograph.
This status indicates that your item is awaiting or has been included in a bulk submission to PSA. It does not necessarily mean the item has been physically submitted on that exact day.
We typically submit to PSA on a monthly basis; however, timing may vary depending on submission volume and service tier. Current PSA turnaround times are approximately 6 months, and these timelines are outside of our control.
On Hold
There is an issue with your order that requires attention before it can proceed. This may include:
- Mismatched order details
- Items arriving with damage not noted at submission
- Missing or unclear instructions (pen color, placement, inscriptions, COA selection, etc.)
We will contact you directly to resolve the issue before moving forward.
Partial Completion
Orders with multiple line items may have items at different stages of completion. When this occurs, the order may be marked as Partial Completion.
Customers should review the individual line item statuses within the order dashboard to understand the progress of each specific item.
Completed
Your order has been fully completed within our system. At this stage, your item(s) have been packaged and are in the process of being shipped back to you.
Tracking information will be provided at this stage and can be found both in your email notification and within your order dashboard.
Damages & Reimbursement
18. Damaged Items
HOF Signed Rookies takes every precaution to ensure all items in our possession are taken care of to our fullest ability. This includes items that are:
Removed from encapsulation
Prepped for signing
In transport to/from signing
In transport to/from PSA
In transport from HOF Signed Rookies to the customer
Items shipped to us from you that are damaged, misplaced, lost, etc. are not covered under this umbrella. We highly recommend using tracking and insurance, especially on high dollar cards.
- Although we take extreme cautions and measurements to ensure cards aren’t damaged when in our possession, mistakes do unfortunately happen. When damages to items do occur—and they don’t occur all that often—our goal is to ensure you are compensated fairly, even if the damage isn’t caused directly by us. The stage of when damage occurs will determine how the damage issue is resolved. Our goal is to make sure you feel that the resolution is fair and the process transparent.
Encapsulation Removal “Full Guarantee”
- Our encapsulation removal “Full Guarantee” covers the full current fair market value of your card if the card is damaged at all during encapsulation removal or during prepping.
- You must select the appropriate Declared Value tier in order to receive the full amount. For example, if you choose a lower tier and your card is actually a higher-tier card, your refund value is capped at the tier you selected.
- Fair market values are calculated using recent sales, eBay, etc.
